NEW DEVELOPMENTS: The death of a 16-year-old boy on Interstate 380 has been ruled a suicide. 16-year-old Denver Daniel Parvin was being taken to a youth shelter by the Department of Human Services when he managed to get out of the car near the Urbana exit.
