The Maquoketa River exceeded 24 feet at Manchester, the record was just under 22.
Now, the clean up begins and some businesses are frantically trying to reopen in just three days.
"I've never seen it this bad," said Dan Kelchen, a contractor in Manchester.
Not too many people in Manchester have seen the river get so high, neither have too many businesses, including the Hardees.
There was two feet of water in their and while the floors are dry now, the work has only begun.
"Hopefully by Friday morning she's ready to go," said Kelchen.
